"Txapela buruan eta ibili munduan"="Txapela on the head and walk around the world"

In the poster you can read: Euskadi (Basque Country) fits in the Spanish Constitution.

Iñigo Urcullu or Urkullu is the President of the Basque Nationalist Party (EAJ-PNV).

The Basque Country is an Autonomous Community of northern Spain and should not be confused with the larger Basque Country (Euskal Herria) of which it is a component part.

I can't make sure what exact meaning of the words in the picture, but the contrast is pretty interesting. For example, the vivid colors of the poster vs. the gray background, the blurred person vs. the sharp words, etc. The "human" just enhance the picture being much to the life anyway.
